You might have heard about this bill: reimbursement for period underwear for 12- to 25-year-olds! More specifically, since March 2023, there’s been talk of reimbursing reusable menstrual products for all young women and girls under 25 in France. Just to be clear, this is about reimbursing washable menstrual products like cups and period underwear, not pads or tampons.
This measure would be a concrete response to period poverty. This regulation would especially benefit teens experiencing their first periods, helping them get equipped, as well as students who often have a very limited budget!
Reimbursed and free period products—where do things stand? Reusable pads, period underwear, or menstrual cups—what’s the status of coverage and reimbursement?

I - Menstrual insecurity: let’s talk about it!
Having your period can get expensive! The price of menstrual and hygiene products is a real budget concern for many teenage girls and young women.
Some studies, such as those published in Le Monde, go beyond just the cost of period products and also calculate all the related expenses that come with menstruation:
- potential pain relief;
- hot water bottles;
- heating pads and any other device for painful periods;
- Some studies also count underwear, clothes, pajamas, or even sheets that get stained by periods and need to be washed, changed, or thrown away.

II - Period underwear reimbursement: for ages 12–25
What does French law say about the reimbursement of period underwear? Just like the pill, washable menstrual protection (including menstrual cups and period underwear) is only reimbursed by Social Security for women under 26.
To qualify for free reusable period products, you must:
- be under 26 years old;
- having a health insurance plan or being eligible for Complémentaire santé solidaire (C2S);
- another condition is that you must purchase period protection exclusively at a pharmacy. However, no prescription is required.
For those under 26, French Health Insurance covers 60% of menstrual protection (menstrual cup, period panties, or washable pads). The remaining 40% may be covered by your supplemental health insurance depending on your policy and coverage.
For women who qualify for C2S, coverage is 100%.
However, this law was supposed to go into effect on September 1, 2024, but no final list of products or exact details has been published or made known as of yet (March 2025).
Warning: nothing has been finalized yet. Some brands may give misleading information and make you believe your period underwear is reimbursed. Be careful!
III - Criteria and Brands
Not all brands will be eligible for reimbursement. The program has strict criteria for menstrual product brands, to ensure users get top-quality products.

Apart from France, many countries around the world have taken up this issue that affects so many women. Most often, measures are put in place in schools, high schools, and universities to reduce absenteeism among girls.
Scotland passed a law in August 2022 making tampons and pads free for all women. The government had already allowed Scottish high school and college students to get free pads and tampons at school since 2018.
Some US states also provide free hygiene products. For example, in Ohio, menstrual products are available in public restrooms.
V - And what about supplemental and private health insurance?
While France is planning to reimburse one period underwear per year through social security and supplemental insurance, it’s worth knowing that several health insurance providers already offer reimbursement for one or more period products per year.
Reimbursement depends on your insurance plan. It could cover period underwear, a menstrual cup, or even reusable absorbent pads. The terms vary from one policy to another. Don’t hesitate to ask your advisor or carefully reread the contract you signed.
